It’s gravelly and he shows little emotion in his speech.  In the newest movie (Batman vs. Superman), it’s a voice changer in his mask that alters his voice. However, in the earlier ones it just seems Bruce Wayne talks all crazy deep (as described above) while in the Batman suit/mask.
